Action Against Hunger and Poverty in Colombia and the World

Abstract

Written by a human rights lawyer, this article argues that hunger in Colombia and the world is not a problem of food scarcity but of access and poor social organization, illustrating this thesis with the case of the Altos de La Torre settlement in Medellín, where hundreds of people lack access to potable water. The author develops the international legal framework for the right to food, describing state obligations of respect, protection, fulfillment, and promotion, and presents comparative experiences of conditional cash transfers such as Bolsa Família in Brazil. The text documents poverty figures in Colombia and presents the global Call to Action Against Poverty campaign, linked to the Millennium Development Goals.
