Abstract

Water is an indispensable resource for sustaining life. Access to quality water is a human right, and its availability is a shared responsibility across all sectors of society. This commitment begins with recognizing water as a public good and must be considered within an intergenerational dynamic, in order to guarantee this right for the entire current and future population of the planet. This requires Integrated Water Resources Management (IWRM), grounded in an understanding of the hydrological cycle and taking the watershed as the logical unit of management. IWRM is also a requirement for reducing future vulnerability to climate variability. Achieving these goals requires informed, equitable, flexible, and efficient management, understood as a tool for transformation aimed at achieving sustainability.
