Abstract

Written by the Secretary of the Environment of the Medellín Mayor's Office, this article presents the foundations of Medellín's 2008-2011 Development Plan, led by Mayor Alonso Salazar, situating environmental issues within the framework of the armed conflict and forced displacement. The author describes the eight programs of the Municipal Environmental Plan, focused on air quality, documenting the reduction of sulfur content in diesel from 4,500 to 2,600 ppm. The text describes the municipal strategy for comprehensive construction-waste management and the mining technology-conversion program aimed at improving air quality in areas affected by construction-material transport.
