Abstract

Written by a biologist and environmental consultant specializing in hydraulic ecology, this article critically analyzes the boom in micro hydroelectric plant projects in Antioquia, driven by agreements among the departmental Governorship, IDEA, the World Bank, and the Antioquia Energy Generation Company, which plans to build up to 151 small plants. The author presents the global context of hydroelectric exploitation and the international recognition of ecological values in hydraulic policy. The text presents three alternative management strategies: environmental flow regulation, designation of protected rivers, and river offsetting as a compensation mechanism, questioning whether Antioquian society will repeat with its river systems the same destructive pattern historically applied to its Andean forests.
