Abstract

Written by the Director of Corantioquia, this article presents the Corporation's Regional Environmental Management Plan (PGAR) 2007-2019, within the framework of the National Environmental System established by Law 99 of 1993. The author critically evaluates the previous PGAR (1998-2006), acknowledging progress in institutional strengthening but noting its main limitation: having focused on visible problems rather than their structural causes. The text presents the new PGAR's five strategic lines: democratizing information, environmental territorial planning, comprehensive protected-area management with an agroecological approach, coordinating territorial environmental management, and building an ethical environmental culture, highlighting agroecology as a central axis.
