Evolution of Solid Waste Management in CORANTIOQUIA's Jurisdiction: From MIRS to PGIRS

Abstract

Written by the Deputy Director of Natural Resources at CORANTIOQUIA, this article traces the institutional evolution of solid-waste management across the 80 municipalities within the Corporation's jurisdiction, organized into eight Territorial Offices. The author describes the transition from a purely sanitary approach to waste management toward the Integrated Solid Waste Management (MIRS) project implemented since 2002, which by the time of the article covered 61 municipalities with environmental education, source separation, and support for recycling organizations. The text explains the framework of the Integrated Solid Waste Management Plan (PGIRS) established by Decree 1713 of 2002, structured in three stages, aimed at CORANTIOQUIA achieving 100% coverage in the technical and environmental management of waste within its jurisdiction.
