CORNARE and Its Regional Vision for Integrated Solid Waste Management in Eastern Antioquia

Abstract

Written by the Deputy Director General of Planning at CORNARE, this article analyzes the national crisis in solid-waste management regulated by Law 142 of 1994, citing figures from the Office of the Inspector General on the more than 3,000 tons of waste disposed of improperly each day in Colombia. The author argues that the main barrier to resolving the problem in eastern Antioquia has been the lack of supra-municipal management, and proposes forming a regional company for integrated solid-waste management, in coordination with actors such as CORNARE, MASORA, and the Chamber of Commerce of Eastern Antioquia. The text describes CORNARE's policy of incorporating community participation and environmental education, and proposes creating a Permanent Departmental Forum for inter-sectoral and institutional integration.
