Baseline Indicators for Monitoring and Evaluating Territorial Planning Schemes as a Planning Instrument

Abstract

This work made it possible to establish baseline indicators to support the structuring of a monitoring and evaluation document for the planning instrument known in Colombia as Territorial Planning Schemes (EOT); it contributed an essential component for the review and adjustment phase in the formulation of this instrument, and proposed a tool for its formulation. The methodology used is descriptive, explanatory, and documentary, with a quantitative approach. The study focuses on structuring an instrument to help evaluate compliance with regulations on Territorial Planning Plans (POT), concentrating on municipalities with fewer than 30,000 inhabitants, which are required to formulate Territorial Planning Schemes (EOT). The unit of analysis consists of municipalities in the department of Norte de Santander. The main result obtained is the structuring of 120 baseline indicators for monitoring EOTs and their review in the municipalities of Villa Caro and El Zulia, where it was confirmed that these indicators were not present in their formulation.
